I agree that it should be for the victim and not for you (don't ask for forgiveness or anything else from the person you're apologizing to) but I would posit that most apologies are bad and that's why they're worse than not apologizing at all.

A good apology can actually be healing. A famous example of this was the one good apology I know of from the #metoo era, which the guy worked on a lot with a therapist, and read extensively about in this book.
