This may or may not be what you need:
All of them (that I know of) have dictionaries built in that you can use to look up words while you are reading. They usually pop up the definitions on top of what you are reading and then you close the pop up and go on reading.
If that isn't what you're looking for, most of them allow you to either make "notes", let you add highlighting, or add "bookmarks" for you to find words or phrases later on. Then you could look them up in the builtin dictionary.
There may be some "special purpose" reading apps available on Android (built for phones or tablets) with more or better features for your requirements. There are Android e-ink readers that would be able to run them. Onyx Boox click here are examples.
