I'd disagree. I know this isn't a popular opinion here and i like to use a DE and an Electric razor. I switched to a DE to get close shave and get away from irritation from cartridge razors. Electric razors produce zero irritation on my face.
However, due to time constraints and the fact that I love to sleep in, I don't always have time to go through a DE routine before work in the morning. I find that a good electric razor gives me a relatively close shave without any irritation. I like this model. (I can get a close shave in 3 minutes with an electric, but my DE routine takes about 15 minutes)

That seems legit. Since OP asked for the "best money can buy," I'd take that make, but the super-ultra-deluxe version, which includes a cleaning system. Plus, it's $200 off.
