For pure comfort, I would suggest the Panasonic HTF600. It typically sells for about $25 and is the most comfortable stock sub-$30 headphone I've seen. If comfort is your main concern, this is the way to go.
If you want to get things closer to your $10 goal, I'd pick the KSC75. It's only about $15 on Amazon and is very good sounding. In most cases, I would suggest picking up a Parts Express headphone to grab the headband, because it is a lot more comfortable than the stock clips, but in your case I'd understand if you didn't.
If you want to actually go for $10, grab the Philips SHE3590. Of the super budget IEMs, they're the most comfortable by a mile because of their small size. They're not very durable, but that'll be fine if you're looking to use them as a stop gap.

I got these a few months ago and they sound great and stay in my ears. I found them through /r/headphones while looking for cheap headphones that don't suck.
