There are plenty of good inks out there on amazon. Since we don't know what colors you like, just pick any 30 ml bottle from Diamine and you should be safe.
For paper, get a Rhodia dotpad, or Black&Red notebook, whatever size you like.
Now you're at around $55 for a pen, which is plenty.

I picked these up off of Amazon, just over $9 prime shipped. I have a couple more waiting I got from a third party for less than $9, but those where shipped USPS from a third party. Still got them in about 3 days. If you don't care about the color, finding metro's cheap isn't that hard.

You can get a Metro on Amazon for under $12 or a Pilot Kakuno for $9.85. Then you can swap the nibs... not a huge investment.
