The pilot varsity also comes in a dozen pack, that way you can get 12 of a particular color.

I think that varsities produce a smoother feel on paper owing to the broader nib and Pilot having very consistent quality. The problem I can see is that the Varsities are a bit broad and wet for school paper. You may end up with people getting the idea that fountain pens being excessively broad and prone to feathering.

One thing you can do is get a ream of HP 24# laserjet paper. That stuff is quite affordable, ink resistant and feels smooth when writing on it.

I have a sub three dollar disposable Pilot Varsity, that fountain pen writes longer than any cartridge refill Cross or Pelican that I owned (it keeps for years). The ink doesn't bleed on most paper either.

If you want the fountain pen experience and can shell out an extra buck or two, I really like the Pilot Varsity disposable. Or you can get a dozen for around $25.

But yeah, like most hobbies, it doesn't make much sense to invest a lot of time and money into fountain pen collecting unless there's something that really ignites your passion. Good luck either way!
