A. Anime figures: Nendoroids would range at about 40-50 USD, with a high shipping cost if they are from Japan. Shipping would be around $10 if it's USA to USA. Due to time constraints, I would recommend buying a preowned figure.
Example may be the Pokemon Red Nendo: http://myfigurecollection.net/item/215491

Difficulty: Requires some research. There are many figures, and only some of them are available at any one time. You'd also have to go through a third party. Please be careful of China Bootlegs.
B. Plushies: There's a lot of them for Pokemon.
Recommendations:
Difficulty: Easy. However, most will be coming from China, so the quality is often a little off from the pictures. You can visit the "Pokemon Center" for the best bet on legitimate dolls:

Appa is a flying Bison from Avatar the Last Airbender. He comes in soft.
Difficulty: Ebay
C. Make them question your mental health, but applaud your effort.
Did you know Shibari is a form of rope art believed to originate from Japan? Unlike European bondage, which uses more knot work, shibari is all about the flow of the rope - twist and weaving. Back in the old days, it was a form of torture. Today, it's popular in the kink community as a form of kink, fetish, or sexual play.

D. Membership to crunchyroll: Allows them to watch new anime a week early and in HD
https://www.crunchyroll.com/freetrial/anime/?from=topbar
Difficulty: You should know how easy it is to pirate things like episodes. Your partner may not want this gift as they get anime for free. They may not want to support the industry, which is the main reason you'd get a membership
E. TITANS: http://www.thinkgeek.com/product/1ed4/?srp=7
Difficulty: Please make sure they like the anime. Else, this would be creepy.
Anime is very vague. Stalk them more.
POKEMON! I have soooo much pokemon stuff.. I didn't get rid of hardly anything.. and the things I got rid of weren't on purpose. I was pretty hardcore into the trading cards beginning in like 1st grade.. and I still grab packs when I go to the store. I just love it. I'm actually getting a pokemon tattoo in the next few weeks.. and I'm so excited! Pokemon makes me happy.. and I'm currently trying to complete all the card game sets.. but that will take a while.
Anyways.. here's my item
Did you think it wasn't going to be pokemon? lol.

Who doesn't love plushies?
Make me smile, rasta!
Have you looked into other pokemon games like Conquest or Mystery Dungeon? I don't know if he's a plush man, but then again, who doesn't love Dragonite or the super awesome Tepig? (My little tepig is in my arms.)
If he's into D&D, are there any handbooks he doesn't have? I've only ever gotten the monster manuals before because they have some great artwork or some pretty dice!
Spice sets and/or cook books are another thing you could always look into!

I remember when I FIRST saw an AD for Pokemon in 1996, I think? I was 9 years old and I think I saw the ad in Nickelodeon Magazine. I saw Charizard and was instantly hooked. I got a Gameboy Color and Blue Version, as well as a link cable, for Christmas that year.
I'm getting all misty just thinking about it. PHHHHH.
I love this Dragonite plush:
