There is this set.

Two 30 card "decks" that teach you how to play and you can combine them into a regular deck to play.

Then you can start buying the theme decks or go to a game/comic/card shop and they will most likely have grab bags of pokemon for not much money.

Any card that you can buy in big stores like Target, Walmart, or Gamestop will be compatible with one another.

Even cards from a decade ago can still work with cards released today.

You'll probably want to look into products like Theme Decks or Trainer Kits for your cousin, since he's so young and just starting out.

The trainer kits come with two 30 card decks with cards in a specific order, so you can follow along with the instructions on how to play the game your first time.

I don't play the trading card game, but "Fates Collide" seems to be the newest subline, under the "X & Y" series.

There are theme decks and there are trainer kits. I think either of these would be good to start with, as your kid could have two decks to play with another person.
