I biked to work today. It was windy, but altogether a pretty pleasant ride overall. I guess I can provide a few tips.

I use http://forecast.io and the companion app Dark Sky to get really accurate forecasts for a certain location over the next hour. This morning, that allowed me to ride during a gap in the rain.
For clothing, I recently bought these two things and they work like a charm in combination with a headband (for ears):
