If a near by place sells it, get a small set of [12 acrylics] (http://www.amazon.com/Reeves-Acrylic-Paints-Assorted-Color/dp/B00251IKQ8/ref=sr_1_1?ie=UTF8&qid=1375862560&sr=8-1&keywords=12+acrylic), a small starter set of [paint brushes] (http://www.amazon.com/Princeton-Series-Brown-Handled-Brush/dp/B000H431OQ/ref=pd_sim_hg_54) and some small [canvas panels] (http://www.amazon.com/Canvas-panels-inch-pack-12/dp/B00251AWQ4/ref=pd_sim_hg_22) or a [deeper canvas] (http://www.amazon.com/Fredrix-5031-Stretched-Canvas-36-Inch/dp/B000Y3EST2/ref=pd_sim_ac_82) if you wish to hang them up . be sure to price check these near by, as a place near me sells canvases at a almost a third of that price

I personally found acrylics easier to get into. you can water them down to get a watercolor feel, or keep them thick for more of an oil's feel and are much more satisfying and easier to pick up then colored pencils. They also dry quickly. Then just get some cheap plastic plates to use for a pallet and set up anywhere you have space.

For $50 you can get her some nice starter paints, maybe some brushes (I know I'm personally REALLY picky about my brushes), some nice paper, and maybe a nice porcelain palette. If you don't have a local craft store, I suggest either amazon or dick blick for internet shopping fun!

If she'd like cake sets, this would be a good starter set, Winsor and Newton is a good brand.

Or you can add on some tube watercolors if you so choose. (again I went with this brand but you can look at others, I have had some of the cheaper ones go bad on me)

I'm not sure what size of paper she wants but here is some basic watercolor paper. Of course you can find more fancy cold press papers as well.

As far as brushes, as I said I'm pretty picky, but you can start with a nice starter set. Something like this or this is similar to what I started out with. If you'd like to start her out with just one or two really good brushes let me know and I can get out my brushes and link you to ones I personally like. But really it all comes down to personal preference, as I've used hundreds of brushes over the years and brushes that I've liked aren't the same that say other artists like.

And if you still have some money left over I'd recommend a nice porcelain palette. Most sets come with plastic which is okay, but I find that porcelain is just much nicer to mix watercolor in, and of course lasts longer! This is the one I use but this is a nice one as well!

Hope that gives you some help!

Well, heres some tools I like to use and/or think might be a good choice for someone:

For sketching and whatnot this
pencil set is good.

Also Erasers and Blenders are useful

Charcoal pencils are cool too, but maybe not the best starting point. heres a link anyway

Oh, and drawing paper

I realize all this is getting expensive so maybe its best to get her this drawing set. The quality isn't as high in these complete sets, but it does gives her a wide variety of tools to experiment with. (including coloring pencils) The paper sucks in this set, so I would still probably get that separately.

The same folks also make a beginners set of acrylic here. Which seems pretty cool. Again though, it would probably be a good idea to get more paper. I've used this acrylic paper and it seems to be pretty good.

Also, If you want, it might be better to go for watercolor over acrylic.
If so, here is some decent stuff:

Paint or Cheaper Paint

Brushes

Paper

Well, that's all that springs to mind. Let me know if you have any questions that I might be able to answer.

I think we have talked about this before but Odorless Mineral Spirits is a solvent that is pretty low in toxicity (you would have to drink it or continually huff it in a small room to get sick from it).

When you said that you are using Cobra oil do you mean that is the brand of oil paint that you are using? If so, you don't need linseed oil. Linseed oil is added to oil paint to extend drying time and lower viscosity. If the paints you are using are water soluble not only will the linseed oil probably give you problems mixing but you could just use water to lower the viscosity of the paint.

I always recommend these artists loft brushes. However if you have a Michael's near you buy them directly from the store. I use them all the time but the store price is $5. I wouldn't buy them for $8.99. However if you are looking to go a step up Princeton is a good brand. I consider brush quality less important than paint quality so really I would just recommend a couple synthetic bristle brushes (Taklon) and a couple hog hair brushes (you can use synthetic hog hair). The Taklon will give you nice smooth strokes and the hog hair will give you texture and make it easier to push around thicker paint.

*note: when you first use a brush you will almost always have a few bristles fall out no matter the quality.

The order of operations you are using to draw will work for oil painting fine.
