Just carry one of These, use it on two of his tires and he won't be going anywhere soon.
I know revenge is petty but, this guy is an asshat. Get a valve core tool like this. Basically you remove the valve that keeps the air in the tires, he will not be able to fill them up and have to get a flatbed tow to a tire shop to have them replaced. It won't damage his vehicle and it only costs like 2 bucks to buy new valves. This will give him the motherload of all headaches.
Fucking rookie, get one of these. You can be done in under 2 minutes and they will have to call a tow truck and replace the valves.

A tool that removes the valve stem core completely from the tire, therefor making it impossible to re inflate without use of the tool and a new valve core.
