After vaccumung and trying everything for months, the only thing that worked was using alpine flea chemical. All the natural bullshit never worked. Gotta use the shit exterminators use.

Basically you give your pets capstar to kill all the fleas on them, vacuum to wake up the eggs and get the fleas hoppin, spray this and evacuate for a few hours. Then vacuum again every day. It should work.

For your sake, do NOT delay treatment at all. Fleas can make your life and your dog's a living hell. They reproduce so fast. Your pets should be on flea medication year round.
Give them the meds, start vacuuming daily and buy a can of alpine. Trust me when I say you really want to nip this in the bud.
Edit: In response to your edit about bird mites, most of my bed bug bites were on my legs. My gf got bit everywhere. So don't use that as a determining factor in figuring out what you're dealing with.
Assuming they ARE bed bugs, then let me share some experience with you. We had them for probably half a year. Caused my gf and I an absolutely huge amount of stress. It's an embarrassing affliction which can make having company over or visiting others an absolute nightmare.
We did all of this to no avail:
None of that seemed to make any difference. It may have helped though. Hard to say. At that point, we were still being bitten.
The only thing that seemed to work was PT Alpine Flea & Bed Bug spray. It was recommended to us by a family friend who, as a professional exterminator, had attended seminars specifically for bed bugs. We bought a few cans and sprayed everything down including around our bed and inside our recliners. The poison stays in place for a long time on the surfaces you spray it on so even if you miss some eggs or whatnot, as long as they have to crawl through it to get anywhere near you, they will die. So spray the bed frame and areas around where you stay quite thoroughly. We also changed our sheets every night (ugh).
They slowly started to disappear after that.
One thing that can help confirm is to get the cardboard sticky traps and put them near your bed. We found a couple big ones in it after a couple days which helps confirm them.
Can also get interceptors for your bed so they can't climb the bed posts.
Other tips:
You will be fine. Don’t consume anything that was open. Wipe down all counters. And don’t use a flea bomb next time. Try this. It’s an amazing product. The company I work for has a renowned R&D team, we test almost every product on the market to see what we should use in our protocol. This is our winner.
