I would wager that "Oh Little Town of Bethlehem" wouldn't be that great in metal?
Seriously, I think it's because a lot of Christmas music was written back when they used the genre that was popular at the time. Then, it was "covered" into a new genre, etc... people tend to want Christmas music to be something they can sing to, stores want it to be non "threatening and comforting." Religions are picky about what they like, and a lot of Christmas music is non-secular. Jazz and easy listening is more soothing.
