Biggest issue is long term stability, and the fact that you can't really stack them (since they don't really have any structure until they get wet).

The fire department usually announces when they have them. I wouldn’t bother storing traditional bags, they grow things out of them and the bag itself will deteriorate and be gone when you need them the most.
