The main issue you're going to have is that nearly all of the budget mechs are targeting the gamer market so they're all going to have logos and that "gamer" aesthetic. Nearly all of them come with Outemu blues and share similar case designs because all of the budget brands are manufactured by a couple of Chinese manufacturers. If you can get past the "gamer" looks the K553, K561, and the Z-77 have everything else you want for less than $50. If you give up backlighting and floating keys, iKBC has more professional looking TKLs with Cherry MX switches for $70. The GMMK that clee290 mentioned is everything you want but is a little over $100.
There are actually some amazing budget mechanicals out there.
The one I use is loud as sin, but feels really nice and actually has really solid construction. The K553 USAS by Redragon. It's apparently either out of stock or discontinued but pretty much all of their products are really high quality despite the low prices(~$40 for a mechanical keyboard).
This is the cheapest one with good reviews.
