They have tons of names, I believe, because tons of companies make a variation of them. Mostly, they're called trimmers. I've seen them all over including "dollar stores" and "-marts" and grocery stores for about $10 usually.

I have a little bit of blonde peach fuzz and I use something like this. I don't have that exact one, I got mine for free with an electric razor I bought. Because it's only trimming, you don't have to get your face wet/use shaving cream, etc. I usually do it after washing my face, but before applying moisturizer. I only do it every month or two, or whenever I start noticing the peach fuzz. Mine isn't terrible, someone with darker/coarser hair would likely need to trim it more often than me.
As someone else recommended, I will also say go with the Norelco Bodygroom. I have one, works pretty well, of course you will have to do it every few days depending...
