Yup, hardware availability is an issue. That said, there are standalone guitars and usb mics available on Amazon and folks can download the Rivals bundle digitally. Drums are a bit harder to find but lots of people have found good deals on Craigslist, Facebook Marketplace or local thrift shops. Don't forget that a ton of legacy Rock Band hardware works with Rock Band Rivals (see rockband.com/compatibility).
It's not ideal, but it's still possible for new players to get in to Rock Band.

idk if $50 is affordable to you but I just got the Rock Band 4 Strat on Amazon. It seems to work okay for me.
New guitars are no longer in production... if you want a new one for X1, buy this one right now before it goes out of stock (although, for some reason they do come back in stock occasionally).
If you're willing to wait and use something used, then check your local craigslist and FB marketplace.
This is the legacy adapter required to use 360 wireless instruments.
Since you don't play drums, you don't need to worry about the PDP adapter.
Amazon had new guitars for $50 up until maybe three weeks ago. They've come back before, but I think this time they're gone for good. Right now they have a used "Like New" guitar for $70 which is the lowest price I've seen there lately. A cheaper approach would be to keep an eye on Craigslist and Facebook Marketplace, and check you local thrift stores. It might take a while, but you'd eventually find one.

I would personally recommend the official XB1 RB4 Stratocaster made by Mad Catz.
It has full driver support, and the proprietary microsoft XB1 dongle has less lag than any bluetooth adapter does with the PS4 tars.
Do not buy the PDP Jaguar if you're going to use it for Clone Hero or GH3PC-- it doesn't have full driver support, and you cannot update the firmware on it.
Surprisingly, Amazon has them. Still 100 bucks though.
A Classifieds (ie. eBay, Facebook Marketplace, Craigslist) is probably your best bet at this point.
You can still buy Mad Catz guitars though at a reasonable-ish price. The BITBs are expensive because they are no longer being manufactured.

Are getting the newer instruments necessary? I'm more than willing to get the ones meant for Rock Band 4, but is it fully necessary?
I'm in the UK so I was planning on just buying this and this to get started.
