Was it rusted solid? damaged head? Did it snap RIGHT at the top of the threads where the hex starts?
You might try a pair of vice grips if you can get ahold of it.
Chances are someone may have over-torqued the bolt in the past (air tools are frequent scapegoat, but often I think its just hamfisted mechanics). This stretches the bolt a little and after a lot of heat cycling/corrosion, they are easy to break with even a little seizing.
If the bolt was seized and you were turning it really really hard when it broke, then it may be very difficult to extract.

If the bolt is totally seized and snaps off again (leaving nothing to get the above tool on).
Then your next option is to grind it flush and drill it out and use a tap extractor. This has a good chance of messing up the remaining threads even more, so you will have to drill and retap this hole if damage them, and the time investment in this process is to much personally, so if this happened to me, I would probably just go straight to buying a new or junkyard steering knuckle and be done with it.
