Yes. Just about any USB plug will be fine. The Band is smart enough to only draw what it needs.

I use a 5 port desktop charger that's rated at 2.4 amps. This is the same charger I used for the MB3 too. If you're really worried and want to be super cautious about it, you could use some generic low-end wall wart, most of which are rated at 1 amp or less, just read the fine print on the plug itself. Brands such as Anker and Aukey are good.
