Use an insecticide like potassium salt of fatty acids. This is what I use.

This is my parlor palm. It grew like crazy for 3 years then i had issues with mealy bugs. I'd treat it with a this supposedly Safer sulfur and fatty acid treatment. Safer sulfur and fatty acid treatment.

The mealy bugs would return every few months. Before repotting the palm I pulled it out of the soil, stripped away all the soil, and scrubbed the crevices at the base with the above mention treatment using a toothbrush. Now it's in a much larger pot with fresher soil and some of the leave clusters are looking like they're dying, some look like they're fine.

Did I kill it trying to get the mealy bugs to go away?
