I think a pool noodle over the first few spindles would prevent your junior mountain climber from grabbing hold. Actually, I would not put them on the bottom ones, I would let them climb a step or two, to get it out of their system.

You could also get a tall panel from a play fence, and leave it along the side of the stairs, maybe using zip ties.

Also, try to leave one kitchen cabinet not locked. We put all the Tupperware in one. Otherwise the kids will pull on every cabinet, testing them over and over like velociraptors in Jurassic Park.
