Its a 12 volt manual battery charger. An automatic one won't work as it has to sense the battery or it will stop charging. I use thus one but any manual charger will work.

washing soda is a little different chemically but I've gotten the same results with plain old baking soda and its more readily available to me.

I bought one very similar to this. I bought it at the local auto parts store and paid about $120 I think. Expensive but it's amazing how many times I've used it to charge car, boat, lawn mower batteries. Works great for electrolysis too.
I'm looking for the right thing on the kiwi web, but I'm not having a lot of luck. This type of thing here will give you up to 200 amps of cranking power, 40 amps of fast charging, 10 amps of medium charging, and 2 amps of trickle charging. In other words, it will make finding your fault easy. Grab a fire extinguisher, and plug it in. Where the smoke comes from, there's your problem!
Ok, if you didn't guess, I'm joking. That's a bad idea.
Now, here's a thought for you. You need to make friends with a facilities maintenance technician, an energy auditor / home inspector, or a service electrician. These folks are likely to have, or be able to access a thermal imaging camera. You put a freshly charged battery in, let it sit for 5 minutes, and turn on the camera. Look for the hot spot, and there's your problem.
