You'll have to get parts to customize based on your needs, but here's a basic idea:

1. Get an industrial pipe wall mount.
   
2. Add some pipe and elbow to get the camera as close to center as you want (or just mount above the clock.)
   
   
3. Attach a flat iron plate to mount the camera.
   
4. Drill a hole in the plate and attach a tripod screw.
   
5. Put some foam tape on the iron plate so it doesn't rub against the body of the camera.
