Nice article. Judo and law enforcement share quite a bit of history.
There are many police-dojos of course. But beyond that, there's even an old judo kata that was specifically tailored for the purposes of law enforcement, the torite no kata:

As you can see, it's full of arresting techniques, renkoho waza. There are entire technical selections for the police. Take this book for example:

A minor nitpick, I don't like this part of the article:

Kano did not accept inefficient techniques to be integrated into judo.
Judo techniques were either just added the way they were, improved, newly invented and some were modified with the purpose of training safety. But nonetheless, judo techniques can be terribly dangerous, that includes those allowed in randori (throws, chokes, pins and arm locks), but also those that are still part of judo but not allowed in randori (strikes, kicks, leg locks, neck cranks, small joint locks ...).
In short: Kano didn't make the techniques safer, nor did he remove the dangerous ones, he made the way they were practiced safer.
