I saved this lil' gem from u/TippyTopDog for reasons.

Depends what you're willing to do.
In the past I've just repeatedly called the cops.
Over, and over, and over.
It doesn't take more than 5 or 6 times before someone modifies their behavior.
Now of course you have to know their reaction.
You've already confronted them. I'd not have advised that. Because now they'll blame you for any police harassment. Which can turn into a tit for tat.
And their reaction may be unpredictable and undesirable.
Now, there's always option 2.
It takes longer. And since you're known to them, there's still backlash potential.
And you'll have to resign yourself to the fact you're about to get into a cold war.
But:

And other products like them can make living in a location so expensive and/or undesirable they just leave.
It's not like they own it. Making apartment dwellers leave is fairly easy.
But it depends how much you can keep to yourself and how far you're willing to go.
Some people have morals and ethics. I personally was never cursed with this limitation.
And I guess there's always option 3.
But it comes down to how rich you are.
I've had a law firm on retainer for 16 years. And about 5 years ago I decided to launch a blitzkrieg of law suits at someone.
All frivolous mind you. But each one required court appearances and lawyer fees to defend against. The fact they were dismissed was irrelevant. The person was poverty stricken (or at least, very lower middle class). And each day off from work was lost income as they were hourly. Each lawyer was a bill they couldn't immediately cover, etc. The time off from work eventually forced compliance because any more and they'd have been fired.
So ultimately they did what we were trying to get them to do.
Yes, it cost me a lot to execute. But I knew we had vastly more resources than them.
So, am I evil? Sure, I fully accept that societal judgement. But just showing there's a few options to adjust behavior of someone. Just depends on what you're willing to do.

This stuff is also good, cept it is more equivalent of you're not gonna get it off anything without a lot of work, so not the best for if you don't want stains to catch but def worth it if you do.

If people steal your food once, you make sure to label it in the future.

If they continue to steal it when it's labeled, you send a polite office-wide email asking for it to stop.

If it continues after that, you put purple rain on your food so that everyone knows who it was.

That should pretty much end it. But if it doesn't, you start injecting diarrhetic into the pudding and make them hate life.

A padlock on a lunch bag is juvenile and passive aggressive.

Clearly op wants someone to tell him to shoot the guy in the face.
Sorry op, you can't shoot the guy over garbage.

Buy a bottle of this: https://www.amazon.com/dp/B00ABV7U3I/

Fill a bag full of dry paper, print out a lot of fake financial papers.
Write things like "ATM PIN NUMBERS" on the papers.

Sprinkle all over the papers.

Enjoy your purple neighbor.
