While they do exist, I rather dislike baby clippers, and so did the baby, who would fuss each time. The scissors were recommended by the public health nurse who was helping us out during our first few weeks. The nurse explained that the baby clippers can, as previously stated, be really rough on new fingernails. There are scissors specifically made for clipping baby fingernails
I think people are doing a good job of narrowing down your list, but I would add one thing: nail clippers or scissors. Babies have razor sharp little talons right from the get go, and you're going to want to trim those suckers right away (and frequently!) so they don't tear themselves up. I strongly prefer scissors (I use these) - do it while they are sleeping!

If she's scratching herself so much in her sleep, she probably still has a strong startle reflex. Can you try swaddling her, if she isn't rolling yet?
Also consider working with CPS. Take your pride out of the equation and consider if extra resources could help you save for the future or a rainy day when unexpected expenses pop up.
Fingernails were worse
