There is really not that much of a difference between costs of capture devices. Most 480p quality devices cost around $50 and devices that supports 720p or better quality always hang around the $200 price. I highly recommend getting an HD PVR because it's the cheapest HD device available and since they're the most common bought, you'll be able to easily find tutorials online in how to set up or fix any problems you might have

v11 is $42 on amazon. v12 is about $100. There is no reason whatsoever to get the Pro 11 package. I'm still using v10, and I frankly see no reason to upgrade.
Sony Movie Studio 11 is a great product in your price range. It is from the same pro family as Sony Vegas, has a lot of features (probably a lot more than you might want), and the price is right:

Sony Vegas 11 Production Package is just 40 bucks. And worth every penny.

This is probably the best solution you could find if you're looking for something cheap, especially right now since it's on sale
I think Camtasia is still a thing? If you want something that fits every criteria and if you would be willing to spend a tiny bit of money there is a really really really cheap price for platinum versions of Sony Vegas that have everything pro has minus some plugins, only 4 video tracks to work with and no cropping. So unless you don't mind not having those a not so old version of Sony Vegas Platinum would be perfect for really cheap. Can get it for 25$ on amazon.

There's no decent free video software suite.
Mostly because video editing is complicated, a moving target with the new codecs - the official versions of which are typically patent encumbered.
The cheapest decent consumer video editor is Vegas Movie Studio Platinum, for just over $100. If that's too expensive, the previous version is ~$50 - and there's also a version without all the extras (just video editing) for ~$70.
Most of the commentators use Sony Vegas, and right now it's like half price on Amazon.
Not free, but you can get Sony Vegas Studio for around $30 if you buy a slightly older version, such as this...

I got Sony Vegas 11 from Amazon for $25. It's an older version, but it still works just fine.

It's not free, but Sony Vegas HD Movie Studio Platinum 11 is what I use and cannot recommend it enough.
I got it for $50 when I got it a year ago and right now this listing on Amazon is for $30. Let me say it now.. I bloody love this program. It's not a professional editor, but it's a watered down version of Sony Vegas. Once you get the settings correct for rendering it renders videos in great quality. I can't suggest it enough if you're willing to put down the $30 for it.
