It helps to have a link to the product, so we can all be on the same page. Is this what you mean?

If it is, then you want to look into learning a script along the lines of Spencerian, Engraver's or Copperplate. IAMPETH has almost too much to get you started! I suggest you look in the Lessons section of their site, and perhaps even follow the videos of Joe Vitolo. If that's not to your liking, they have many many books, links to other websites and many other tutorials.

You should figure out which script you want to write (of the pointed pen scripts) and work at that an hour or so each day. In a couple of months your work will look amazing!

I'm not certain, but I think it's an oblique calligraphy pen like this. Fountain pens have some kind of internal ink reservoir and feed, and calligraphy pens have to be dipped in ink.

I would recommend not getting a fountain pen, because it would be expensive to get one with the flexible nib necessary to have variable-breadth strokes like in the OP.

Just get a starter set of nibs and a nib holder like this Speedball set for $10, find a tutorial for pointed-pen scripts like Engrosser's or any of the scripts mentioned in this video.

Oh, you'll also need some ink. India ink or walnut ink both work fine.
