Well, there are window air conditioners. but you said the bed specifically and not the room so I am going to assume that is not what you want.
There is also ChiliPad. Its like an air conditioner crossed with a blanket. But that's way outside your price range.
Switching from polyester bedsheets to cotton can help some.
In a pinch, you could go all hillbilly and just freeze a 2-liter filled with water and keep it in the bed with you.
