My favourite is this set of 36, they are even marketed for these colouring books. I also like to compliment with these for the range of colours (50). And of course these Stabilo 68 ones are really nice colours, but I only have 20. I've been eyeing the set of 40, but let's be honest. I have too many pens!
I do own some pro-markers and they bleed through anything that is not specifically marketed as bleed-proof :(
We have a cool guide for choosing a brush pen in our sidebar, so you could always start there. Personally I like to use a pencil and tombow abt brush pens, stabilos, sharpies, copics, eddings and dozens of other pens I randomly find at my local stores. For paper I usually use the cheapest A3 copy paper I can find and only invest in special marker paper when I have some extra money to spend.
