This is an interesting discussion, so thanks for bringing it up.
Anyway, my question for the packs, do they have to be uniform as part of the assignment. If I was going to outfit a large group with backpacks intent on longer term survival, the packs would be different. Maybe make 4-5 groups, and have those groups have identical gear. For example, one pack could have cooking vessels, another an axe, etc. Not every person needs one of these things, but the group will be better off with a few of each (4-5 cooking pots, 4-5 axes, 4-5 tarps, etc).
Another thing I would add to packs, and this in probably every pack, since it is light weight, a collapsible water container. Add to these some easy way to get from pots to storage without spilling, which you will only need one of per group. Water is the most important thing, with these you can get two colors (blue and clear), have a ratio of 1/4 of the bags, use the majority to store, and the 1 to transport for sterilization. This will allow the camp to always have clean water available at a cost of about 8oz a person.
Anyway, just a few thought to add to the other excellent ideas I have seen here.
EDIT: For long term, I would also think about something like a Shemagh for each person. Useful to keep bugs off, dip in the water to cool down on really hot days, or provide warmth for the head/face while sleeping on cold nights. Overall, a nice accessory for the individual.
