Have you tried using a sulphur cream? I found that it helps sooth rashes on my chest. Either that or I second getting antihistamines as you mentioned you might be allergic to certain soaps. Also, applying a topical corticosteroid such as hydrocortisone along with taking the antihistamines will help a lot. A stronger option would be to have oral corticosteroids but I wouldn't recommend it as a longterm course of it can wreck your skin after that i.e. fungi acne - personal experience.
I went on a low dose longterm course of antihistamines once because I was getting chronic urticaria (unknown cause). That helped a lot so you can also consider this option. Talk to your dermatologist about it. It's strange that she/he didn't try antihistamines and corticosteroids.
