/u/chipper747 - I would rent, if you can find a local rental house that carries film cameras. That said, if you have to buy a camera, make sure it is tested and in working condition. There is a lot of "vintage" junk out there.
Here's what I recommend [Referral Links]:

Bolexes are the entry-level standard, but I prefer Beaulieu ergonomics because of the handle and the lower CG.
You can get a nice Beaulieu R16 setup for less than $500 like [this one] (http://rover.ebay.com/rover/1/711-53200-19255-0/1?icep_ff3=2&pub=5575034783&toolid=10001&campid=5337235943&customid=&icep_item=322576743995&ipn=psmain&icep_vectorid=229466&kwid=902099&mtid=824&kw=lg) with the camera body, a battery, mag and lens.
[Here] (https://vimeo.com/53021503) is how you load this camera, [here] (http://www.zachpoff.com/site2/wp-content/uploads/beaulieu_r16_manual.pdf) is a clean copy of the manual and here are a few examples of the aesthetic it can produce:

You can still get a 100' roll of [B&W Tri-X for $39.95] (http://adorama.evyy.net/c/60286/51926/1036?u=https%3A%2F%2Fwww.adorama.com%2Fkktxr455100.html) or [Vision3 50D color for $48.98] (http://adorama.evyy.net/c/60286/51926/1036?u=https%3A%2F%2Fwww.adorama.com%2Fkk50d7203.html)

For post-production, I recommend digital frame-by-frame scanning from [Cinelicious] (http://cinelicious.tv/we-love-film) in LA. Here is an example of their work:
You might also want to pick up a copy of Doug Underdahl's [16mm Camera Book] (https://www.amazon.com/dp/1570872856//ref=as_li_ss_tl?ie=UTF8&linkCode=ll1&tag=battleforthew-20&linkId=c7b70c4e9e0439e8c84aa09bc423ee29), a great resource for 16mm DPs.
Hope this is helpful and good luck!
