I had a little time to look into it, but it seems a lot of this information on the migration of Confederate soldiers comes from Gordon Breckin, the mayor who's inscribed on the statue. He wrote two books [1] [2] about civil war veterans in Orange County, not just Confederates veterans. They seem like amateur works, but the Santa Ana Historical Society appears to give them a seal of approval and there's a good number of veterans buried in the local cemeteries. It's unseemly that he put together that much work and still pushed for a monument to the CSA, but sometimes Civil War buffs are like that.
