This is absolutely true! There are many fun stories like this in the history of probability. It is a notoriously difficult subject that took much later to emerge than one might expect given its prevalence today.

Until Pascal and the 1600s, there was essentially no mathematical understanding of chance whatsoever. For example, governments routinely lost huge amounts of money making poor actuarial decisions.
