DC did anniversary collections for Batman and Joker that collect key issues across 75 years of history. They've also put together a collection of Golden Age Batman.
The Joker: A Celebration of 75 Years is basically a collection of stories about him
Joker by Brian Azarello is a standalone about him.
The Death of the Family arc is about him
A Death in the Family features him
that's all I can think of off the top of my head

I got the entire set of these and it's still one of my favorite purchases.
No problem. For kind of a nice catch-all that has a decent amount of appearances from the Golden Age to the Digital Age (it's what I currently call today's comics that are mostly all colored digitally and are increasing in digital sales) I would very much suggest The Joker: A Celebration of 75 Years
If you're interested in the introduction (and evolution) of specific characters, DC publishes a series of collections called Arkham: [Insert Villain Name Here] where each volume is a collection of stories from the entire history of a given Batman villain. For example, Batman Arkham: The Riddler contains stuff ranging from his first appearance to a New 52 Scott Snyder one-shot. Additionally, Joker and Batman both have hardcover collections called A Celebration of 75 Years that feature a wide range of stories from the characters' seven decades of history.
