science fiction end-of-the-world police procedural with humor
The Last Policeman trilogy is set in a pre-apocalyptic world. I think it'd fit in with what you're looking for.
"The Last Policeman" by Ben Winters is a basic detective murder mystery, except a planet-killing asteroid is due in 6 months. A decent read, although not strictly scifi.
I would say the Last policeman because technically at the point he book takes place the police departments have crumbled due to an impending meteor strike of earth.
