Buy a copy of The Lord of the Rings: A Reader's Companion by Wayne Hammond. It explains things like this in depth based on Tolkien's letters and other unpublished notes. In this particular case it explains the daily movements of the Black Riders and just why they aren't able to overtake Frodo. (Mostly explained by AHans below.)
