Oh, yeah! The Amelia Airhart (Fuck checking proper spelling) one! That's the one I remember since later on in the episode Janeway talked about how beautiful the city was without ever showing the damn thing.
To the subject of the TOS Enterprise, I don't know if it ever retained the ability and it was never stated, but it was definitely planned to during pre-production, and at least the JJ Abrahams version definitely seems to be able to.
