If you work hard enough at it, and spend the time necessary (years usually), you can learn anything. It's written for a general audience and is, for once, not focused on the mathematical descriptions of ANNs (not that there's anything wrong with that), yet goes into extremely useful detail about basic NN architectures.
I'm no expert, but I thought The Mind Within the Net: Models of Learning, Thinking, and Acting by Manfred Spitzer was a great introduction to neural nets and how they might relate to neurophysiology and cognition.
