What about a Thrunite Ti4? Two AAA (pick up some good NiMH batteries-- Eneloops or rewraps), with a nice moonlight mode and adequate low for searching bags without blinding people. Also has a 250 lumen high and strobe (might be useful for directing). It's about the same thickness as a AA battery, and pen length at 5.5 inches long. Neutral white would be recommended over cool white for better color identification-- especially for your use case.
You can get some batteries and charger, and the light with a sweet titanium body for about $55. Or the light direct from Thrunite in black with shipping for about the same.

Sounds like you'd want a shorter 1xAAA penlight. Maybe the Fenix LD02 V2 or the Preon P1 Mk3 if you want something dressier looking.
Though if you think you can carry a full length penlight it is hard to find a better looking penlight than the Thrunite Ti4T.
