any residential alarm system can be configured exactly as you're describing. the advantage being that there's live monitoring so if no movement is detected within X hours, the monitoring company will call the home and if nobody answers they can dispatch EMS.
added bonus is you can get personal assistance devices like neck lanyards or wrist straps that would give your mom a button to press if she ever slipped or fell.
with insurance covering the bill, it's a win-win. if medical insurance won't cover it, look into her home owners insurance, often they will give you a deduction for a monitored alarm system, that can cover the monitoring bill. and then you'll only be out a few $100 for the install.-

if you want to do it yourself, you don't need programming.
motion sensors provide a NO/NC pair of contacts, that reverse state when motion is sensed.
combine with 24 hour timer such as :

every time the motion triggers, reset the timer.
if timer expires it closes a pair of contacts on your monitoring device.
it will take some shopping to get exactly what you need, but you get the idea.
honestly though, you'd want a 12 hour timer. 24 hours is a long time.
