This is correct. The Roamio OTA requires the tivo stream. The 6-tuner cable one doesn't, I believe. The Stream hasn't been available new for quite awhile, so you need to track it down on eBay or similar at this point.

Tivo Stream, which is embedded in all modern Tivos except the Roamio OTA. You can get a Bolt with a lifetime subscription as well which has it embedded and can handle both OTA and cable. It works well. There are Tivo apps for Android, iOS, Amazon Fire TV...
