For a great rundown of the war, focusing on collaboration in Slovenian part of Yugoslavia, a Slovene-Canadian author (professor in Toronto) wrote a great book called To Walk with the Devil: Slovene Collaboration and Axis Occupation, 1941-1945

Whats interesting about it is that he is a child of Slovenian immigrants, so he did not grow up in the Slovenian everyday political on-goings and gave a more objective account of the history. Because local historians tend to be very in favor of Tito's partisans or very hostile.
