I would guess about 1% of Calgarians will do so. I would peg my guess at 12,500 people. This would be further reduced by people without homes and who will not be giving out candy, so reduce that number by half.

My stepfather's Old English Sheepdog once ate most of a giant novelty-sized Toblerone bar (including the cardboard box and foil wrapper) that my stepfather had bought at an airport duty-free shop. Fortunately, it was really, really milky chocolate.
He didn't take her (the dog) to the vet (we were poor), and she was off her rocker for about 12 hours. At one point she dug up the root ball of a banana tree and ate about half of that. Interestingly, this seemed to calm her down a bit.
TL;DR Chocolate might not kill your dog, but it can definitely make him/her crazy for a day.
