He may not be connecting what he does in the bathtub to the potty seat because he's sitting on the potty and not standing in front of it.
I would encourage you to start using something like this in the bathtub with no water in it, then removing it to do the bath:

Once his "aim" is on-point, move it out of the bathtub and let him practice outside the tub. He'll get better (and taller), and then graduate to putting steps in front of your regular toilet.
Basically: let him learn to do it in a way that protects your bathroom. But if he's interested in it, let him do it!
