There are a lot of good paper cutters, and the one you linked to looks good for the "safety" type (enclosed blade, no lever-handle) and for a reasonably-large one (it should handle 11-12" sheets of paper, and scrapbooking paper is often 12" if she'll be into that).
You can find other paper cutters/trimmers of the safety kind and the lever-handle kind in this search and be able to see the customer ratings for each one:

Personally, I prefer the lever type because I have more control (can see the cutting area better too while cutting) and often can use more papers or thicker cardstock, etc. Plus a lever is easier to use physics-wise (pressing down on a long lever, versus pushing a rolling blade along)...and especially for me since I have some hand/arm problems. For those who tend to cut themselves easily though, the safety type might be preferable.

I also love my small paper cutter and tend to pull it out for jobs using less than full-length sheets of paper. Mine is something like this, which is 6":

So some of it will depend on what she would use a paper cutter for, and how often she'd use it. I find all kinds of uses for both my paper cutters though, not even specifically craft related.

I wonder if you could use a guillotine paper cutter to cut the paper? It would probably work with your pneumatic actuator. This one is only $12 for a 6 inch cutter: http://www.amazon.com/Tonic-Studios-Guillotine-Trimmer-6-Inch/dp/B000MAPHTW . Not as fun though.
