My local Costco sells just the 4 packs of bulbs for like 15 bucks a pack. I take the diffusers off the bulbs so the light isn’t as scattered. They also have 3000k 17.5w bulbs that believe it or not I’m using in my flower box with 6 of the same splitters and my flowers are putting on weight. Much better than my old blurples and cheap ‘grow lights’

If your lucky you can get 1 gram per watt. So 63 grams. I'd advise against the foil and use mylar. You can get it at walmart for a dollar sold as emergency blankets. The reason is foil is a very poor reflector but good at reflecting heat. Which you dont want.
You can use the cardboard box but I would find a plastic tote to use or even a 5 gallon bucket.

Do you want to grow a hand full of leaves, or bud you can smoke. If all you wants leaves I recommend growing some basil. As far as incandescent light bulbs, unplug it, it is doing nothing for your grow but wasting your electricity. Buy a grow light or some LED bulbs and build your own fixture if you have to.

you can buy splitters that allow you to plug multiple bulbs into one e26/27 socket. amazon has a 7-1 for about $10. Put some 23w CFL lights in them, so your getting closer to 160w per splitter. you can also by Y splitters. While 6500K isn't bad advice and i use them all the time, with 7 bulbs you can put different color temps in it and get a wider range. It's important to note that our sun is around 5500K. good luck. with this set up youll get a cool running 160w grow light for around $30 depending on bulbs in your area (i paid $8 for 4 23w CFLs). heres a link to the splitter i was talking about:
