The Penguin version is not bad by any means and Declan Kiberd's introduction is excellent as well (I highly recommend his book Ulysses and Us).

But the best edition by far is the Oxford World's Classics edition. Johnson's intro and annotations are brilliant.

If you're ordering it from the US it might be easier to get it from the Book Depository

The correct answer to this IMO is Don Gifford but it’s a separate book. If you want annotations in one volume the Oxford one is decent.

The text of the novel itself isn’t the best version. I think it is the 1922 text. The foot notes are in the back.

I much prefer Gabler with Don Gifford’s annotations.

I finally finished Ulysses on my third attempt. It was a wonderful, frustating, exciting and boring experience. It is much easier, and just as rewarding, the second time around.

Two things helped me finish.

First, I read Dubliners and Portrait at the same time, just to get a feel for the milieu.

Second, and most importantly, I bought the Oxford World Classics 1922 Edition. It has excellent notes, a great introduction, and includes the various schemata. This is the edition first published, with the least amount of errors. It is the edition that Joyce thought "Meh, good enough" and left to go work on Finnegan's Wake.
