I think this is very true for matters of self interest - where you're bargaining on a position to maximise your state's gain. However, when human rights are concerned, there's really no justification for keeping that secret - it shouldn't be used as a bargaining chip. And, as others have already pointed out, governments are extremely bad at applying that sort of pressure since they usually have a stake in what's going on.
Just to throw it out there, I highly recommend Mark Curtis's Unpeople which is a brilliant piece of research, taking declassified memos and documents and carefully contrasting the private narrative with the public one at the time. It will quickly convince you that, yes, diplomats do think the general public are stupid and yes they do worry endlessly about how to manipulate mass opinion.
